The Problem
Romanian payroll is unforgiving. Accountants juggle CAS, CASS and CAM contributions, personal deductions, sick-leave that splits between the employer and the national health fund, vacation averaging, and meal tickets — every one governed by rules that change as legislation moves. For most small firms this still lives in fragile, hand-built spreadsheets.
A single wrong rate or a misplaced rounding turns into an underpaid employee or a rejected ANAF declaration. And because the old files simply overwrite last month's numbers, there was no reliable way to reconstruct how a payslip from a year ago was calculated — exactly what a five-year tax audit demands.
The team needed software that could be trusted to be correct to the last ban, serve many companies at once, and keep an honest record of every rate it ever applied.
The Solution
We built 9FIX Salarii as a multi-tenant platform where each company's data is fully isolated, so an accounting office can run dozens of clients from one secure system without any chance of cross-contamination.
At its core is a payroll engine modelled directly on Romanian fiscal law: it computes contributions, personal and under-26 deductions, tiered medical leave, vacation pay and meal tickets, and emits a line-by-line payslip with a snapshot of the tax rules applied to each line. Its accuracy is locked in by a golden-master test that reproduces a real reference payslip down to the ban.
Every statutory rate is stored with the dates it was in effect, so the system never overwrites history — it can always recalculate using the rate that applied at the time, which is exactly what ANAF audits require.
A guided Operații workflow walks the accountant through each month — other income, leave, timesheets, allowances, meal tickets, deductions — validating each step in order and locking it once confirmed, so a month is closed cleanly and can't be quietly altered after the fact.
